A no is every refusal. You cannot tell not-found from no-consent from quota. That is the point. Yes and no share this card. The type does not change. The border does not change. The card does not grow or shrink. Only the words differ.
Six things an asker may open — not a dashboard
These are notes you may read when you decide. They are not extra identity facts, and they are not lamps that rank a person.
- Where the note came from — named, never guessed.
- How this kind of note is meant to age.
- Until when the publisher says it holds. That window may be open.
- Whether a clash with another note is flagged. No flag is not proof of no clash.
- How recently they published. That is freshness, not “how complete is their file”.
- Whether there is a break in their published record.
What you may rely on
A yes says a sealed tag existed at the time you asked. It does not say the person still agrees today. It does not say the papers are right. It does not rank the person.
If you need today, ask again. If you need the papers, ask the publisher. Both are your call, and both leave this desk.
